Organization of the American States
Since 2002, the Organization of American States (OAS) has continued to host Meetings of Negotiations in the Quest for Points of Consensus on the draft American Declaration on the Rights of Indigenous Peoples. ICC attended several of these meetings. The drafting process has advanced considerably. The current focus is on finalizing the language of the scope of application of the declaration, and the relationship of the rights set down to existing state legislation and other international instruments. The timeline for completion of the declaration is unclear, as many articles and paragraphs throughout the working draft remain bracketed. Outstanding issues include acceptable recognition of indigenous territories and indigenous peoples autonomy and self-determination.
