{"id":1381,"date":"2006-11-21T14:13:18","date_gmt":"2006-11-21T19:13:18","guid":{"rendered":"https:\/\/www.inuitcircumpolar.com\/?p=1381"},"modified":"2026-02-09T14:56:16","modified_gmt":"2026-02-09T19:56:16","slug":"icc-canada-president-claims-partial-victory-at-nairobi-climate-change-talks","status":"publish","type":"post","link":"https:\/\/www.inuitcircumpolar.com\/staging\/press-releases\/icc-canada-president-claims-partial-victory-at-nairobi-climate-change-talks\/","title":{"rendered":"ICC Canada President Claims Partial Victory at Nairobi Climate Change Talks"},"content":{"rendered":"<strong>Inuvik \u2013 Tuesday, 21 November 2006\r\n<\/strong>\r\nAfter international climate change negotiations\r\nwound up last week, and as ministers from around the world returned to their respective\r\ncountries, Duane Smith, the President of the Inuit Circumpolar Council (Canada),\r\nexpressed his disappointment that the Canadian government did not stand in solidarity\r\nwith other nation states in committing itself to the emission reduction targets established\r\nunder the Kyoto Protocol.\r\n\r\nMr. Smith said that he was pleased that over 100 ministers present in Nairobi adopted the\r\n\u201cNairobi Framework\u201d. The Framework will help developing countries participate in the\r\nKyoto Protocol and financially assist them in adapting to the effects of the changing\r\nclimate. He especially applauds Canada\u2019s role in concluding the \u201cfive-year adaptation\r\nprogram\u201d, and urges Canada to move forward on a national adaptation strategy in\r\nconsultation with Inuit. He is less than satisfied with Canada\u2019s other input to this 12th\r\n\r\nConference of the Parties of the UN Framework Convention on Climate Change (COP\r\n12).\r\n\r\nMr. Smith stated, \u201cwhile I am encouraged that Rona Ambrose, Canada\u2019s Minster of\r\nEnvironment, recognized in her speech that the Arctic is a vulnerable region when it\r\ncomes to climate change, and that Inuit will require unique adaptation interventions, I am\r\nstill disappointed that the government continues to insist it is reasonable to wait until\r\n2050 before we see any real impact on our melting homeland \u2013 the Arctic\u201d.\r\n\r\n\u201cI am glad that the global community is helping other peoples, such as those in Africa\r\nand in the small island states that will be partially flooded. But where is Canada on\r\nreversing the trend? And why are they not working more closely with those of us who are\r\nmost affected?\u201d questioned Smith.\r\n\r\nMr. Smith made these comments in Canada after reading the text of Ms. Ambrose\u2019s\r\nspeech back in Canada because the new government\u2019s funding restrictions made it\r\nvirtually impossible for him to be in Nairobi. \u201cI call upon the Canadian government to\r\nhelp us help them in this urgent matter of climate change.\u201d He noted that it is important \u00a02\r\nfor Inuit to be well prepared for next year\u2019s COP 13.
