{"id":1892,"date":"2019-09-10T17:00:41","date_gmt":"2019-09-10T21:00:41","guid":{"rendered":"https:\/\/www.inuitcircumpolar.com\/?p=1892"},"modified":"2026-02-09T14:58:45","modified_gmt":"2026-02-09T19:58:45","slug":"new-federal-arctic-policy-framework-a-step-forward-on-international-front-icc-canada","status":"publish","type":"post","link":"https:\/\/www.inuitcircumpolar.com\/staging\/press-releases\/new-federal-arctic-policy-framework-a-step-forward-on-international-front-icc-canada\/","title":{"rendered":"New Federal Arctic Policy Framework \u201cA Step Forward\u201d on International Front \u2013 ICC Canada"},"content":{"rendered":"<div class=\"et_pb_section_0 et_pb_section et_section_regular et_block_section\"><div class=\"et_pb_row_0 et_pb_row et_block_row\"><div class=\"et_pb_column_0 et_pb_column et_pb_column_4_4 et-last-child et_block_column et_pb_css_mix_blend_mode_passthrough\"><div class=\"et_pb_text_0 et_pb_text et_pb_bg_layout_light et_pb_module et_block_module\"><div class=\"et_pb_text_inner\"><p>September 10, 2019 \u2013 Rankin Inlet, Nunavut \u2013 A new federal policy strengthens a commitment to Inuit and other Indigenous Peoples at the circumpolar level, says ICC Canada President, Monica Ell-Kanayuk.<\/p>\n<p>\u201cICC worked with Global Affairs Canada to ensure the International dimension of the government\u2019s Arctic and Northern Policy Framework reflected Inuit values and our right to self-determination as defined in the United Nations Declaration on the Rights of Indigenous Peoples, to which Canada is a signatory,\u201d Ell-Kanayuk said.<\/p>\n<p>\u201cThis is an important first step and we look forward to the co-development of Phase 2 \u2013 development of the governance and investment strategy,\u201d she said. \u201cWe applaud Global Affairs Canada for the way in which the international policy component of the Framework was developed. This will be a new Arctic foreign policy and one that shows Canada\u2019s international leadership.\u201d<\/p>\n<p>The international dimension is part of a larger policy package which includes importantly a chapter on Inuit Nunangat, the Inuit homeland in Canada. It was drafted by representatives of all the Inuit regions and lays the groundwork for further discussions on implementing the policy, expected to take place after the federal election. Canada\u2019s claim to sovereignty and leadership in the Arctic is founded in its partnership with Inuit and is clearly stated in the 2009 ICC Circumpolar Inuit Declaration on Sovereignty in the Arctic.<\/p>\n<p>\u201cCanada\u2019s global standing and ability to safeguard its sovereignty in the Arctic is contingent on full implementation of constructive arrangements with Inuit, as well as the strength and well-being of Inuit society. Increasing the prosperity and well-being of Canadian Arctic communities would benefit Canada and the international perception of Canada as a whole\u201d, stated Ell-Kanayuk.<\/p>\n<p>The ICC Canada President pointed to a commitment in the international dimension that Canada would broaden its Arctic engagement by among other actions, implementing the UN Declaration on the Rights of Indigenous Peoples, and by advancing Indigenous rights on the global stage.<\/p>\n<p>\u201cWe look forward to working with Global Affairs Canada and other government departments to implement the international commitments,\u201d Ell-Kanayuk added. Some of the commitments were identified in the 2019 federal budget and include \u201cproviding increased, coordinated and stable funding to strengthen the capacity\u201d of Inuit and other Arctic Indigenous Peoples to engage in Arctic Council projects.<\/p>\n<p>Other commitments in the international chapter focus on:<\/p>\n<ul>\n<li>Championing the enhanced representation of Arctic and northern Indigenous peoples in relevant international fora, key multi-stakeholder events, and treaty negotiations;<\/li>\n<li>Taking a more collaborative approach to international Arctic policy through early and sustained engagement Indigenous partners and others;<\/li>\n<li>Ensuring that Indigenous communities are resilient and healthy by, among other things eradicating hunger, reducing suicides, closing education gaps and strengthen Indigenous cultural and family connections across international boundaries, to name a few; and<\/li>\n<li>Supporting Indigenous peoples\u2019 international action on climate change issues under the UN Framework Convention on Climate Change and encouraging the meaningful involvement of Indigenous youth.<\/li>\n<\/ul>\n<p>The chapter also points to the need to increase Arctic research and recognizes the importance of Indigenous knowledge to guide decision-making.<\/p>\n<p>-30-<\/p>\n<p>Contact:<\/p>\n<p>Natasha Latreille<br \/> ICC (Canada)<br \/> 613-563-2642<br \/> <a href=\"mailto:NLatreille@inuitcircumpolar.com\">NLatreille@inuitcircumpolar.com<\/a><em>\u00a0<\/em><\/p>\n<p><em>The Inuit Circumpolar Council (ICC) is an Indigenous Peoples\u2019 Organization (IPO), founded in 1977 to promote and celebrate the unity of 160,000 Inuit from Alaska (USA), Canada, Greenland, and Chukotka (Russia).
