Request for Proposals: SharePoint Development

Inuit Circumpolar Council (ICC) Canada seeks qualified vendors to design, develop and implement SharePoint sites in SharePoint Online.

Project Purpose and Goals

ICC Canada staff will use SharePoint as the central document management system, collaboration tool, and Intranet for the organization. Further, SharePoint will be used to streamline the creation of contribution agreements as well as to track funding requirements and cross-functional project deadlines via Microsoft Power Platform.

ICC Canada staff (approximately 20 individuals and growing) use a shared network drive system to store files. Migrating to a modernized SharePoint Online environment will improve staff access to information and allow for more streamlined collaboration.

The successful consultant will work collaboratively with both ICC Canada’s Archivist and Information Management Specialist to ensure the SharePoint sites meet the organization’s requirements:

  • Construct document library structures based on information provided by the Archives team
  • Implement automatic retention policies based on document type and date
  • Design an engaging Intranet homepage that acts as a single point of access to key resources and communications including DocuSign capabilities as well as links to internal systems and shared Outlook calendars
  • Migrate all relevant network server data (approximately 1 TB) to SharePoint
  • Input managed metadata taxonomies, allowing for advanced discovery
  • Advise on managing external access for document management
  • Provide a final train-the-trainer session to the Information Management Specialist

Infrastructure must be designed with future multilingual capabilities in mind.

Project Timeline

The successful consultant will begin work in May/June 2024, with incremental SharePoint roll-out dates beginning in mid-August. Projected contract end date will be September 3, 2024.

Proposal Requirements

In addition to a brief opening statement outlining experience and interest, all consultants shall include the following information in their proposal:

  • Organization name
  • Contact person (name, email, and telephone number)
  • Mailing address
  • Year established
  • Number of years offering SharePoint services
  • Two references of recent work performing services of similar size and nature, including: the names of the organizations, contact person, telephone number, mailing address, brief description of work, and date completed
  • Include any work done in partnership with an Inuit organization or government
  • Must be signed by an authorized representative

Evaluation Criteria

Vendors will be evaluated based on the following requirements.

  • Expert knowledge of SharePoint development, including the use of Microsoft Power Platform
  • Schedule of proposed fees for project planning, development, and implementation
  • Specification of ongoing support options, including pricing

Costs

It is expected that project costs will fall between $40,000 to $50,000 CAD. Please note that ICC Canada already has Microsoft 365.

Additional Information

This opportunity is open to businesses registered in Canada and can be completed remotely (ICC Canada offices are in Ottawa, Ontario).
